These organisations work alongside the institutional bodies responsible for social welfare. The four organisations, which together cover all personnel under the Ministry of Defence – military and civilian, whether serving or retired – decided to formalise their long-standing relationships by joining forces in 2021 to form the Defence Mutual Aid Committee (CED). Across the range of their activities, the focus is on orphans and the wounded, with particular attention paid to the situation of families, especially when they gradually fall outside the scope of institutional social welfare schemes. Terre Fraternité – ADO Terre Fraternité-ADO was formed through the merger of Terre Fraternité (which mainly supported the wounded and bereaved families whilst on active service) and the ADO (which mainly supported bereaved families off active service and participated in Terre’s general mutual aid scheme).This merger has made Terre Fraternité-ADO the general mutual aid association of the Terre Community. Its main areas of activity are the rehabilitation of wounded service personnel through sport, support for the resettlement of those wounded (whether physically or psychologically), and support for bereaved families and the families of the wounded (notably through study grants). Fondation des Œuvres Sociales de l’Air The mission of the Fondation des Œuvres Sociales de l’Air (FOSA) is to provide assistance to personnel of the Air and Space Force, the Directorate General of Civil Aviation, Météo France, and their families who find themselves in difficulty following a ‘life-changing event’ affecting one of their own. It thus complements and extends the work of the state’s social welfare organisations over the long term. The FOSA also supports the Support Unit for the Wounded, the Sick and the Families of the Air and Space Force (CABMF). FOSA also supports around 150 families and some 40 personnel injured in action, and provides support to nearly 300 orphans from a very young age until they enter working life. Entraide Marine Entraide Marine – ADOSM (Association for the Development of the Navy’s Social Works) currently provides assistance to spouses and the families of civilian and military personnel serving in the French Navy when they face serious difficulties, as well as to orphaned children. Since 2015, in partnership with the Navy’s unit providing support to injured personnel and their families, the association has been funding rehabilitation programmes for injured sailors. It also seeks to promote vocational training for injured sailors and their spouses, who have often had to put their careers on hold – or even give up the possibility of working altogether – to cope with the demands of the sailor’s mobility and absences.
