France, 19th Century
of bulbous form on a splayed foot with flaring neck and torus moulding, decorated in gilt, raised red, cobalt-blue and turquoise with black outline on a white ground with floral interlace consisting of saz leaves, roses and tulips to body, floral sprays to neck, Samson mark and flower to base
