A painter of religious subjects, hunting scenes, landscapes and seascapes, he was undoubtedly the son and pupil of Pieter Mulier the Elder (1615–1670). Born in Haarlem in the Netherlands, he began his career in the style of Frans Snyders, producing remarkable hunting scenes, but he also painted seascapes and storm scenes which would later earn him the nickname ‘Tempesta’. In 1667, he met a Carmelite monk in Antwerp and set off for Rome with the intention of converting to Catholicism. It was in Rome, in fact, that he enjoyed such considerable success that he was able to employ assistants in his studio.
