Ferrand wrote this work whilst in exile, intended for his only son, who would later die in Regensburg. A veritable plea in favour of authority over liberty, it was favourably received by the counter-revolution. A zealous supporter of Louis XVIII, Count Ferrand made a decisive contribution to the drafting of the Charter of 1814. Bertier de Sauvigny ranks Count Ferrand amongst the most widely read political authors of his time.
