Jules Bertrand, a landowner and industrialist specialising in fertilisers, played a central role in the economic life of La Rochelle.
He chaired several major institutions, including the Commercial Court and various agricultural, industrial and maritime organisations. He was also involved in politics, serving as a La Rochelle town councillor and then as a deputy for Charente-Inférieure from 1919 to 1924.
