Vasily Vitalievich Shulgin (1878–1976) – politician, public figure and journalist. A deputy of the Second, Third and Fourth State Dumas, who accepted the abdication of Nicholas II during the February Revolution. One of the organisers and ideologists of the White movement. In 1925, whilst living in exile, Shulgin illegally crossed the Soviet border, accompanied by representatives of the ‘Trust’ organisation, and travelled through three cities – Kyiv, Moscow and Leningrad. He described his impressions in *Three Capitals*. Shortly after the book’s publication, Operation ‘Trust’ was declassified, and it became known to the general public that Shulgin had been accompanied on his journey by OGPU agents and that his book had been proofread literally at the Lubyanka.
