CLARKE, Guillaume (1765–1818), Duke of Feltre, General and politician; Councillor of State on special duty (1806–1814); Minister of War (19 August 1807 – 1 April 1814); ‘Lifetime Peer of France’ (4 June 1814); Minister of War (11 March 1815 – 20 March 1815); Minister of War (26 September 1815 – 12 September 1817); Marshal of France (3 July 1816); ‘Duke and Hereditary Peer’ (31 August 1817). His name is inscribed on the Arc de Triomphe in Paris.
Signed letter (with the printed letterhead of the ‘Ministry of War’) dated 27 February 1812 in Paris, addressed to the Prefect of Charente-Inférieure [Joseph-Étienne Richard (known as Richard de la Sarthe), (1761–1834), politician]. Letter on Ministry of War letterhead: ‘… Sir, I have received the letter you were kind enough to write to me, informing me that you wish to take into your service a certain Michel Borré, Sergeant of the Walloon Guards, a prisoner of war at the Citadel of Lille. I regret that I am unable to comply with your request, but the Emperor’s Orders expressly prohibit Spanish prisoners of war from residing in the South of France”. Signed: “The Duke of Feltre”. Address on the reverse of the second leaf with a black stamp reading ‘Mtre de la Guerre’ and a red stamp reading ‘Affranchi par Etat’.
