[18 Brumaire] FOUCHÉ, Joseph (1759–1820), Duke of Otranto, statesman, renowned Minister of Police under the First Empire. Brochure ‘The Minister of General Police of the Republic to his fellow citizens’, Paris, 18 Brumaire, Year 8 of the one and indivisible French Republic. Paris, from the Republic’s Printing Office, Year VIII, 2pp in-12. First edition of one of Joseph Fouché’s two circular letters relating to 18 Brumaire: ‘Citizen, the Republic was threatened with imminent dissolution. The Legislative Body has just seized Liberty as it teetered on the brink of the abyss, to restore it to unshakeable foundations. Events are at last set in motion for our happiness and that of posterity. Let all Republicans remain calm, for their wishes are to be fulfilled; let them resist the treacherous suggestions of those who seek in political events nothing but the means to stir up unrest, and in that unrest nothing but the perpetuation of strife and vengeance. Let the weak take heart; they stand with the strong: let everyone safely go about their business and domestic affairs. Only those who sow anxiety, mislead minds and stir up disorder have cause to fear and must desist. All repressive measures have been taken and are in place; the instigators of unrest, those inciting rebellion against the Crown, and all those who might endanger public or private safety, will be apprehended and brought to justice.
