Schnegg attended the Innsbruck School of Applied Arts, worked at the Tyrolean Glass Painting Institute in Wilten, and studied painting at the Academy of Fine Arts in Munich from 1914 onwards. From 1915 to 1918, Schnegg served on the Southern Front. He settled in Mühlau in 1918. Together with Ernst Nepo, Rudolf Lehnert, Herbert Gurschner and Sidonius von Schrom, he formed the Mühlau Circle. In 1925, Schnegg co-founded the artists’ association ‘Waage’. In 1929, he spent four months in Dalmatia and Bosnia, and in 1930 he visited Italy. Schnegg produced mainly oil paintings, woodcuts and murals.
