CHARPENTIER DE COSSIGNY (Joseph-François). Brief Reflections on Trade with the Indies. Paris, P. Fr. Didot, 1790. Quarto, 3 pp.; brown marbled paper board, with a brown title label (modern binding). A French engineer, explorer and botanist, the author—who was also director of gunpowder production at Port-Louis—considers that “trade with the Indies results in the export of currency from the kingdom. It harms domestic manufacturing. In both respects, it is disadvantageous to France... It affects the importance and very existence of the Islands of France and Bourbon...” This short treatise, dated 1 April 1790, was published at a time when the National Assembly was debating trade with the Indies. And, two days later, it decreed “that trade with the Indies, beyond the Cape of Good Hope, is open to all French citizens”, thereby putting an end to the monopoly of the East India Company.
