Description
PEINIER (Louis de Thomassin, Marquis de). Higher Council of Martinique (and) Chamber of Agriculture. No place, 1 and 11 February 1765. 2 manuscripts addressed to him, 6 and 11 folio pages. Intendant of Guadeloupe since 1763, the Marquis de Peinier was appointed, the following year, Intendant of Martinique. On this occasion, he received two detailed reports, one concerning the members of the colony’s Superior Council, and the other concerning those of the Chamber of Agriculture. These reports were drawn up by a close associate of the former Intendant, Pierre Le Mercier de La Rivière, an economist of the Physiocrat school, who had just been recalled to France for having attempted to promote Martinique’s trade with foreign countries. The first report, devoted to the Superior Council, paints an unflattering picture of its 14 members. The portrayal of the eight members of the Chamber of Agriculture is even less flattering. This assembly, which meets in Saint-Pierre, “has sought to interfere far more in the governance of the colony and in all matters that do not concern it than it has been concerned with those which the ordinance requires it to deal with... There have been many irregularities in its proceedings to date. [... ]’ (further details available on request.) In good condition.
