A police commissioner in Paris, the author protests against the French practice of sending convicts into exile in the colonies: ‘Governments […] have no right to create populations of criminals. They have no right to send such a rabble of people away from their own country. They must bear with, restrain and confine their own criminals, and are not entitled to offload them onto the rest of the world.
