CLOUET (Louis). Discourse on Begging, awarded a prize by the Academy of Sciences, Arts and Literature of Châlons-sur-Marne at its meeting of 25 August 1777. [Manuscript]. 1777. Quarto manuscript of (2)-264-(3) pp., green vellum, title label in red morocco leather, red edges (contemporary binding) Unpublished manuscript from an academic competition on begging. This manuscript, written in an elegant hand and never printed, won the prize awarded by the Châlons Academy at its 1777 competition. The topic set that year was: ‘Ways of eradicating begging by making beggars useful to the State without making them unhappy’. Dr Louis Clouet, a physician at the Military Hospital and charitable institutions in Verdun, had also served as a consulting physician to the King of Poland and was a member of various learned academies. This well-structured and visionary treatise offers a striking picture of the living conditions of beggars, the behaviours associated with begging, and the institutions set up to assist them. Many of the ideas presented influenced the committees of assistance within the revolutionary assemblies, particularly during the Convention.
