A text concerning maritime smuggling from the port of Nice. As President of the Maritime Magistrate (or the Commercial Consulate) since 1822, and President of the Senate of Nice, the Count de Cessole recognised the importance of the free port in maintaining the balance of local economic life. This text marks the beginning of the defence of local rights and privileges. In it, he expresses the concerns of his fellow citizens at a time when the Piedmontese administration was drawing up its customs reform, which was aimed at simplifying and standardising regulations. The free port of Nice was abolished in 1851.
