Son and pupil of Caspar Netscher (Prague or Heidelberg, ca. 1635/36 ; The Hague, 1684) and brother of Theodorus Netscher (Bordeaux, 1661 ; Hulst, 1728), also a painter, Constantijn trained in the family workshop and later Gerard ter Borch's. We know that the artist lived for a few years in Bordeaux before settling permanently in The Hague around 1662, devoting himself mainly to the portrait genre, painting for the government, nobility and foreign diplomats. Characteristic of his production are small but elegant portraits in which the influence of French painting is also perceived and often set outdoors.
