[HENRY IV / PARLIAMENT OF NORMANDY] - Charter issued by King Henry IV granting an annual allowance of 300 écus to Claude Groulart, First President of the Parliament of Normandy, following the transfer of the Parliament from Rouen to Caen, 12 July 1591. Oblong parchment, 47x28 cm, signed ‘Henri’ (secretary). ‘Claude Groulart, First President of our Court of Parliament of Normandy, has most humbly brought to our attention that since the beginning of the year eighty-nine, when our city of Rouen had turned away from obedience to the late King, our most honourable brother, having withdrawn from the said city due to the rebellion of the conspirators of this province, and having shortly thereafter come to establish our Parliament in our city of Caen, where he is presently sitting, he has suffered great hardship through the loss of his property and resources, including the privileges attached to his office as First President, and in particular with regard to his heating … as the said town of Caen is far from any forests, he has not been able to, nor could he, recover his said heating supplies; he is forced to purchase them at a very high price…’ This document is to be viewed in the context of the Wars of Religion, when the staunchly Catholic city of Rouen opposed the Protestant troops of King Henry IV, forcing the Parliament of Normandy to leave Rouen for Caen. The King even laid siege to the city of Rouen between December 1591 and May 1592 with the aid of the Spanish troops of the Duke of Parma.
