RARE DEBOURSE MARK ( * ) - printed postage due circular, dated 1st March 1815, sent from GRAVENHAGE by the Governor of "Zuidholland" (South Holland); (bears trace of his linear mark on the front) to "the Lord of Dordrecht" - Bears on the reverse a two-line disbursement mark, struck in black: "DEB 119 / DORDRECHT".
( * ) Disbursements: the general system for sending letters was postage due, i.e. payable by the addressee. As a result, postmen were required to keep a statement of the taxes to be received before delivery, so that on their return they could give the post office the sum of the receipts recorded. If the letter was refused or the addressee disappeared, the postman had to return the letter to the office and make a disbursement entry to square the accounts.
