RARE DEBOURSE MARK ( * ) - printed postage due circular, dated 1st March 1815, sent from GRAVENHAGE by the Governor of "Zuidholland" (South Holland); (bears trace of his linear mark on the front) to "the Lord of Dordrecht" - Bears on the reverse a two-line disbursement mark, struck in black: "DEB 119 / DORDRECHT".
( * ) Disbursements: the general system for sending letters was postage due, i.e. payable by the addressee. As a result, postmen were required to keep a statement of the taxes to be received before delivery, so that on their return they could give the post office the sum of the receipts recorded.
