NORMANDY / ROUEN / POLITICS - POUYER-QUERTIER ( * ) - PHOTOGRAPH, circa 1870 / 1875, close-up frontal bust, signed FRANCK de Paris - Albumen bromide mounted on card, visiting-card size 10.5 x 6.4 cm. ( * ) Augustin Pouyer-Quertier, born in ETOUTTEVILLE on 2 September 1820, died in ROUEN on 2 April 1891 - Industrialist and politician. He founded a cotton mill in Rouen and acquired the ‘Filature Rouennaise de lin et de chanvre La Foudre’ in 1859. That same year he was elected to the National Assembly. In 1862, with the government’s support, he helped establish a French company – of which he was chairman – to undertake cotton cultivation in ALGERIA, a company which played a significant role in the history of cotton cultivation in Algeria. As a Member of the National Assembly from 1871, he became Minister of Finance and took part in the negotiations with Bismarck at the Treaty of Frankfurt, which enabled Villerupt and Thil to remain French. He secured the passing of new taxes which enabled the early liberation of French territory occupied by the Prussians – Senator for the Seine-Inférieure from 1876 to 1891 – Mayor of Fleury-sur-Andelle from 1854 to 1891 – Founder of the French Telegraph Company linking Paris to New York.
