EURE / POLITICS – HIPPOLYTE PASSY ( * ) – PHOTOGRAPH, circa 1855 / 1860. Full-length close-up, by FRANCK, 15 Place de la Bourse, Paris. Albumen bromide mounted on card, visiting-card size 10.4 x 6.1 cm. ( * ) Hippolyte Philibert PASSY: born in GARCHES (Hauts-de-Seine) on 16 October 1793, died in Paris on 1 June 1880 – Soldier – politician – Admitted to the Saumur Cavalry School in 1809 – Lieutenant in the Hussars in 1812, he took part in Napoleon I’s final campaigns. He resigned after Waterloo and, being opposed to the Restoration, left for the West Indies and Louisiana – On his return to France, he retired to the vicinity of GISORS in the Eure. He took an interest in politics and contributed to opposition newspapers. On 28 October 1830, he was elected Member of Parliament for the Eure constituency and was re-elected eight times until 1851 – As budget rapporteur, he opposed the colonisation of the Regency of Algiers, in which he saw no economic benefit – appointed Minister of Finance in 1834 – Vice-President of the Chamber of Deputies 1834–1839 - In 1834, he founded – along with 27 other founders – the ‘French Society for the Abolition of Slavery’, of which he became vice-president - In 1836, he became Minister for Trade and Public Works - A friend of Thiers, he was elected President of the Chamber of Deputies in 1839 – admitted to the Academy of Moral and Political Sciences in 1838 - Peer of France 1843–1848 – in 1845 he founded the Society of Political Economy – in 1848, as Minister of Finance, he proposed an inheritance tax, a 1 per cent income tax and a tax on alcoholic beverages. He supported Louis Napoléon Bonaparte until his coup d’état on 2 December 1851. He then withdrew from political life.
