FRANCO-PRUSSIAN WAR 1870–71 – POSTAGE STAMP OF SEPTEMBER 1871. ( * ) – Letter posted from LE MANS (72) to Chinon (37) – Postage of 25c comprising the 20c Cérès, Paris headquarters No. 37, plus 5c green Napoleon III bareheaded No. 20; cancelled with large numerals 2188 and a date stamp of type 16, Le Mans (71) 1 September 1871. On the reverse: arrived at Chinon, type 15, 2 September 1871. ( * ) – Following the signing of the armistice on 28 January 1871, France, in addition to losing Alsace and Lorraine, was required to pay 5 billion gold francs in compensation. This was the reason behind the Act of 24 August 1871, which provided for a change in postal rates with effect from 1 September 1871 to finance the reparations. With the war over and the events of the Paris Commune concluded, there was widespread disorganisation. Consequently, the stamp workshop was only able to resume operations – albeit at a reduced capacity – from July 1871, whilst still being unable to meet the demand for stamps. Pending the issue of the new 15- and 25-centime stamps, postmen therefore had to make do with whatever they had to hand.
