In 1877, the Republic established by the constitutional laws of February and July 1875 was not immune to an offensive return by the monarchists. On 16 May, Mac-Mahon, President of the Republic since May 1873 and a supporter of the monarchy, dismissed the President of the Council, Jules Simon, whom he felt was responsible to him as much as to the Chamber of Deputies. The Chamber was dissolved on 25 June, with the assent of the Senate required by the law of 25 February 1875. During the election campaign, Gambetta declared that he saw universal suffrage as a fundamental law of democracy. 363 Republican deputies led by Léon Gambetta formed an alliance and published a manifesto inviting voters to fight "a policy of reaction and adventure". 318 of them were re-elected in the legislative elections of 14 and 28 October 1877 (against 208 Conservatives). Turnout was high: 80.6% of votes cast. 98% of the seats were filled in the 1st round. The crisis of 16 May, which was resolved by the victory of the Republican camp and, some time later, by the resignation of Mac-Mahon, marked the beginning of the Third Republic.
