Le début de l’exil de Napoléon à Sainte-Hélène.
L’amiral Cockburn avait reçu la charge d’emmener Napoléon sur l’île de Sainte Hélène à bord du navire le Northumberland. Il fut le gouverneur provisoire de l’île, en attendant l’arrivée d’Hudson Lowe.
Il fait ici état des recrutement effectués pour assurer la garde et le service de l’illustre prisonnier.
« Of the persons mentioned in th eletter you have transmitted to me from captain Poppleton, only Alister Vesey & Patrick Sleven were hired with my immediate knowledge & approbation. » Il s’est également adjoint les services d’un « black man to assist in the stable and the assist in the kitchen […] and another to wait upon & cook for, the Captn of the guard & Dr O’Meara, but the person stated to be residing with Comte Las Cases I know nothing of & he certainly was not hired with my sanction or approbation. » Il indique toutefois qu’à leur arrivée sur l’île, les officiers français accompagnant le « General Bonaparte » avait engagé des « servants to wait upon themselves particularly, wich did not appear un reasonable, as our Governements had restricted the number of French servants to come out with them to twelve ». Et de préciser que sur ces douze personnes, Napoléon s’en est attribué onze, et le général Bertrand un. La personne sur laquelle il est sommé de rendre des comptes a probablement été engagée par le comte de Las Cases et emmenée avec lui à Longwood.
Pour finir, il indique : « I had long seen the inconvenience & impolicy of having People of Colour at Longwood, it was therefore with a view to remove the necessity of it (as I have before remarked to you) that I authorized the sending there of twelve sailors as servants and I should certainly have sent there as many more as would have enabled me to have removed entirely the remaining slaves and Black men had I not daily expected your arrival. » La prévention de Cockburn à l’égard de ces employés de couleur vient certainement de la crainte que ceux-ci puissent être influencés par les captifs français, au détriment des Britanniques.
