HAUTS-DE-FRANCE / COUNT OF HAINAUT / SPANISH NETHERLANDS - A sheet of STAMP PAPER, dated 1739, bearing two PATARS featuring the crowned coat of arms of King Philip V of Spain (the coat of arms of Anjou appended to the coat of arms of Spain, surrounded by the collar of the Order of the Holy Spirit). It bears, in pen – an inscription required to validate it – the name and signature of the collector or inspector of the stamp duty. These ‘His Majesty’s stamped papers’, used for the collection of the ‘petit seel’ duty, came into use following the royal edicts of 1703.
